Description

The purpose of this investigation is to decide if we should: 

1. Switch from LESS to Sass
2. Switch from Bootstrap 3 to Bootstrap 4
3. Integrate CSS Grid or Flexbox
4. Integrate CSS Variables
5. Extend and design new layout variations into a new skin for 10.x cycle

Prerequisites

According to our skins history we are currently in our 4th year of having Flamingo Skin as our default skin. Regardless of the benefits of having a periodical updated look&feel, there are also some technical considerations to be taken into account when deciding to create a new skin. Also there have been new developments into the native CSS that give new layout opportunities.
