Requirement

Users confuse Panels and Menus. Since creating the navigation is an Admin activity, they expect Menus to be in Administration. 

Proposals

• Integrate Menu app inside Administration, in the "Look&Feel" section
• Remove the Menu app from the AppBar
• When creating Menu entries, mark the page as hidden. Make sure the Administration livetable displays them
