Design for the Cristal equivalent of the xtradocs tab

Reworked Proposal

After deliberation on the forums we decided to design this panels the same as it is currently on XWiki, a tab bar beneath the main document. 

Improvements

On aspect still to be implemented is make the positioning of the tab bar static in some contexts.

This panel should be resizable

And still be a part of the scrolling context when the user reaches the end of the document.
